📌 Program Introduction
Purpose
In response to the declining birthrate in Taiwan, the industry's demand for mid- to high-level talents, and the need to strengthen the domestic labor structure, the Ministry of Education, in coordination with the National Development Council, is promoting the "International Industrial Talents Education Special Program (INTENSE Program)", aiming to recruit more international students based on industry demand. The program encourages schools to attract global talents, enhance the incentives for students to study and stay in Taiwan for work after graduation.
📌 1. Things Companies Should Be Aware Of
Eligibility of Partner Companies
- Must not be a Chinese-funded enterprise.
Pre-cooperation Requirements
- Submit manpower needs and sign contracts with schools, committing to provide stipends and internship positions.
- Can participate in student recruitment, course design, and teaching.
Responsibilities During the Program
- Provide each student with at least NT$10,000 monthly living allowance.
- Provide internship allowances not lower than the minimum wage, and sign bilingual internship contracts.
- Participate in student performance assessments, with stipends potentially increased based on performance.
After Graduation
- Priority hiring, with job openings offering salaries no lower than the average salary.
- Stipends duration = work obligation duration. If violated, repayment may be requested (as stipulated in the contract).

Application Qualifications and Requirements
- Must have relevant departments, industry-academia collaboration experience, and pass evaluations.
- Sign contracts with companies to provide student living allowances and internships.
Admission Procedures and Review Process
- The proposal must include details on courses, recruitment, tuition fees, etc.
- Must undergo joint review by the Ministry of Education and relevant ministries.
- Schools should be responsible for tuition subsidies, Chinese proficiency verification, and employment tracking.
Course and Internship Arrangements
- Design customized courses, provide Mandarin language support, and arrange off-campus internships.
- Collaborate with companies to evaluate student performance.
Other Important Notes
- Using agents for recruitment is prohibited.
- Student data must be recorded, and teaching quality must be subject to review.
- Recruitment quotas are additional; students who have participated in other special programs cannot transfer.
📌 3. Things Students Should Know
Admission Requirements and Language Proficiency
- International Admission (from overseas)
- Applicants must have academic performance within the upper-middle ranking of their class or department.
- Chinese-taught Program: TOCFL Level A2 (Listening & Reading) required at admission; TOCFL Level B1 (Listening & Reading) required by the end of the first semester of the second academic year.
- English-taught Program: CEFR B1 English proficiency required at admission; TOCFL Level A2 (Listening & Reading) required by the end of the first semester of the second academic year.
- Must meet the Ministry of Education requirements, with grades in the top 50% of the class and conduct score not lower than 80 points.

Current International Students Transferring into the Junior or Senior Year of Undergraduate Studies

Academic performance must be within the top 50% of the class, with a conduct grade of at least 80 or equivalent to Grade A.

Chinese-taught Program: TOCFL Level B1 (Listening & Reading) required.

English-taught Program: Subject to overseas admissions regulations.

Scholarships and Obligations
- Subsidies: Administrative fees, one-way airfare, tuition fees.
- To receive the subsidy, a 1-2 year employment obligation in Taiwan is required.
Repayment Regulations
- If dropping out or failing to find employment, subsidies or living allowances must be repaid (if the student is at fault).
- Force majeure exceptions apply for repayment.
Visa and Entry Process
- No financial proof required for visa; language proficiency, health checks, and the highest degree certificate must be provided.
