Application and Review Procedures
Project Proposal Submission:
Eligible universities must submit a proposal to the Ministry of Education.
The proposal should include the following:
- Basic information about the INTENSE program
- Information sheet of cooperating enterprises
- Curriculum plan
- Recruitment plan
- Tuition & fees and scholarship plan
Review Procedures:
- The Ministry of Education will accept proposals by deadline and conduct a document-based eligibility review.
- Review results will be categorized as: approved, conditionally approved (re-review after supplementary documents), or not approved (appeal allowed).
- Results will be officially sent to each university.
Recruitment Activation:
- Once approved, the Ministry will notify the National Development Council and foreign missions with the list.
- Approved universities may publish the brochure and start student recruitment.
2. NDC Industry-Academia Scholarship: Review, Application, and Repayment
1. Review Procedures
- After recruitment, the university must submit to the MOE: list of recommended students and verification documents (e.g., personal info, transcripts, letters of recommendation).
- Even if fully funded by enterprises, the admitted student list must still be submitted.
- Review meetings are convened by the MOE, with participation from the NDC, MOEA, MOFA, MOL, NIA, OCAC, and BOCA.
- The final approved list will be the recipients of the subsidy.
2. Fund Application and Contract Signing
- After the semester starts, the university must report the actual registration list and overall fund application form to the MOE.
- The MOE will transfer the subsidy to the university after receiving the funds from the NDC.
- The university must sign a Year 1 scholarship contract with students, specifying rights and obligations.
- The 2nd semester of Year 2 subsidy requirements: language proficiency (see table below) + academic performance.

- International students already enrolled in local universities must also meet language and academic requirements to receive the 2nd semester of Year 2 tuition subsidy.
- Before the funds are disbursed: the university should first waive the tuition and fees; airfare and pre-arrival administrative expenses should be reimbursed promptly after disbursement, or advanced if necessary.
3. Repayment (Final Accounting)
- If students drop out or fail to fulfill employment obligations after graduation, the university must reclaim the subsidy and return it to the MOE.
- If the university establishes a counseling mechanism and fulfills tracking responsibilities, it may be exempt from repayment responsibilities.
