Application Qualifications and Requirements
1. Eligibility Criteria for Schools (All Conditions Must Be Met)
- Departments in STEM, finance, or semiconductor-related fields
- Experience in overseas student recruitment and industry-academia collaboration
- Contracts signed with partnering enterprises that commit to providing monthly living stipends
- Must not be a warning-listed, specially supervised, or blacklisted institution
- Department establishment and faculty qualifications must comply with relevant regulations
- Accredited or received over NT$50 million in subsidies under the Ministry of Education's Higher Education Sprout Project
2. Target Countries and Student Sources
- Open to all nationalities, with priority given to students from countries with signed international cooperation agreements, stable recruitment sources, or high potential
- If the partner school is not recommended by a Taiwanese overseas mission, supporting documents such as rankings and certifications must be provided
3. Student Admission Qualifications (Selection Standards Required)
- Must comply with regulations for foreign students, overseas Chinese students, or Hong Kong/Macau students
- Priority given to students from overseas schools recommended by Taiwan's overseas missions: academic performance in the top or upper-middle of the class or department
- For international students already in Taiwan: top 50% of class, and conduct grade ≥ 80 or grade A
- A clear selection mechanism must be submitted to the Ministry of Education for approval

*Students who fail to pass the Chinese Proficiency Test (TOCFL) will not be eligible for tuition and fee subsidies starting from the 2nd semester of the 2nd year.
4. Requirements for Partnering Enterprises
Chinese-funded enterprises are not eligible.
